Mr. Joel Richards

Technical Advisor, Investment and Private Sector, CARICOM Secretariat Office of Trade Negotiations

    Joel Richards is the Technical Advisor, Investment and Private Sector at the CARICOM Secretariat Office of Trade Negotiations (OTN). In this capacity, he performs a dual role: (i) He is responsible for providing technical support and advice to CARICOM Member States on Investment; and (ii) He is also expected to serve as a channel of communication between the OTN and the region’s private sector stakeholders.

    Prior to joining the OTN, Joel was a Trade Consultant to the Barbados Private Sector Trade Team – A Division of the Barbados Private Sector Association where he primarily represented the interests of the Barbados Private Sector in the context of regional, bilateral and multilateral trade negotiations and trade related issues.

    He holds a Master of Science Degree in International Trade Policy from the Shridath Ramphal Centre, the University of the West Indies, Cave Hill Campus and graduated with Distinction; a Bachelor of Science Degree in International Relations from the University of the West Indies, Mona Campus and is currently pursuing a PhD at the Institute of International Relations, St. Augustine Campus.

    Joel is a national of St. Vincent and the Grenadines.
